ORGANIZATION INFORMATION:

AIDS Resource Center Ohio (ARC Ohio) is Ohio’s largest provider of HIV prevention, care and treatment services with a budget in excess of $29 million and more than 180 employees.  The ARC Ohio model of care assures that everyone with HIV has access to medical, pharmacy, mental health and social services and provides the best opportunity for patients to achieve high quality health outcomes.

POSITION SUMMARY:

The Director of Quality and Evaluation functions as the leader of the Quality Committee and all quality and evaluation projects throughout AIDS Resource Center and its subsidiaries.  This individual build upon the existing quality program and serve as the primary evaluator of programs and services including Meaningful Use and Patient Centered Medical Home outcomes.  The director is a key member of the organization and has the responsibility to ensure that the highest quality of services are provided to patients throughout the center.

 ESSENTIAL JOB FUNCTIONS:

Essential functions of the job include, but are not limited to, traveling, driving or having reliable transportation; written communication; relationship building with community partners and funders; utilizing a computer for typing and patient care; attending meetings; and presenting to small groups.

 MAJOR AREAS OF RESPONSIBILITY:

  • Participates on the Management Team providing input on decision-making regarding operational and program direction.
  •  Build and strengthen the Research and Evaluation team.
  • Work with the Data and Evaluation Committee and all working groups in carrying out data related responsibilities.
  •  Oversee the CQI audits on patient charts at ARC Ohio Medical Center to ensure best practice standards for HIV/AIDS primary care are being met.  Chart reviews should incorporate documentation from multiple disciplines if the patient is engaged in multiple facets of care.
  •  Ensure proper and timely submission of all data reports.
  • Develop, implement and monitor an evaluation plan addressing logic models, strategic and program evaluation questions, data collection methods, analysis and reporting.
  • In collaboration with the management team, develop the outcomes and indicators that will be used to monitor progress towards its goals.
  • Support programs by using data to improve programs and respond to client needs.
  • Work with key staff to set evaluation outcome goals.
  • Manage Research and Evaluation staff and interns, providing ongoing coaching, feedback and support to build their capacity to further the mission of the organization.
  • Serve as part of the organization’s leadership team and contribute to the development and execution of strategic decisions.
  • Maintain links and collaborates where possible with other external data collection, evaluation and systems changes efforts.
  • Develop relationships with other agencies and providers to assure access and links with other data systems.
  • Develop data collection policies and practices and monitors uniform data collection compliance and quality across organizations.
  • Develop and prepare internal reports of status, progress and outcomes of evaluation activities.
  • Write proposals as necessary to fund or initiate research evaluation or special projects.
  • Keep current regarding funding requirements for data collection and reporting and puts into place local methods to ensure reliable, accurate compliance which reflect service activities.
  • Conduct research and analysis of issues as requested, including preparation of reports, white papers and journal publications recommendations and other materials.
  • Implement improvement projects that are documented and implemented in a manner that elicits clinic staff buy-in and provides likelihood that improvements will be long-term.
  • Present CQI improvement project needs, plans and results to small groups.
  • Collect and analyze medical data points, trend data, change projects, and audit information to report back to providers, management, and Board of Directors.
  • Coordinate team activities related to CQI projects and keep team on track for making progress.
  • Facilitate monthly CQI committee meetings and conduct appropriate follow up for assigned tasks.
  • Identify and share best practices, pharmaceutical and research information related to all disciplines involved in primary care/early intervention.  Coordinate with the Medical Director and AIDS Education Training Center to identify necessary trainings
  • Coordinate data collection and analysis of appropriate health and demographic measures to support patient care quality and to satisfy grantor designed, software dependent reporting mandates.
  • Assess the clinic medical staff’s use of the primary electronic health record software as well as multiple systems used by other disciplines providing care in the pharmacy and clinic.  Be capable of accessing and assessing data from multiple software systems, and drawing that data together for a wide range of  reporting purposes on different groups over different date ranges
  • Build relationships and increase collaboration with National Quality Center, Health Resources Services Administration, Ohio AETC, Ohio Part A, B, and other Ohio Part C programs.
  • Other quality and evaluation duties as assigned.

 

 KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS:

  • Minimum of Masters of nursing, social work, public health (PhD preferred) or related health care or quality improvement degree.
  • In-depth knowledge and experience of quality improvement and project management.
  • Ability to communicate effectively with medical providers and other staff.
  • Experience in database management and utilizing technology for reporting purposes. 
  • Experience in analyzing, interpreting, reporting and disseminating data.
  • Thorough knowledge of professional and legal/license-based practice standards in multiple disciplines relevant to patient care (medicine, nursing, social work, substance abuse, counseling, psychiatry, pharmacy) at the clinic.
  • Ability to be flexible in work hours.
  • Exemplary customer service as well as written and verbal communication skills.
  • Knowledge of health and social service needs of persons with HIV/AIDS.
  • Must have sensitivity to, interest in and competence in cultural differences, HIV/AIDS, minority health, sexual practices, chemical dependency and a demonstrated competence in working with persons of color, and gay/lesbian/bisexual/transgender community.
  • Proficiency in all Microsoft Office applications and other computer applications required.
  • Reliable transportation, driver’s license and proof of auto insurance required.

 

OTHER INFORMATION:

The employee must regularly lift and carry small packages of up to 25 pounds. The employee must occasionally carry supplies, materials, displays, and audio visual aids weighing up to 50 pounds to and from their car and to other locations within or outside of the office.

OCCUPATIONAL HAZARDS PRESENT

Potential exposure to blood borne pathogens. Otherwise, there are no known occupational hazards in performing the job.
