OVERVIEW

On June 4, 2015, Fairfield County Juvenile Court received notification from the Ohio Department of Youth Services (DYS) of a RECLAIM Ohio grant award in the amount of $50,000.00 for the purpose of contracting for program evaluation services. The contract is intended to purchase professional services related to the research, planning, and implementation of program evaluation, continuous quality improvement and compliance monitoring activities for all court programs and services including, but not limited to:

  • 1.     Drug Court
  • 2.     Family Court
  • 3.     Truancy Court
  • 4.     IV-E Court
  • 5.     Probation Services
  • 6.     Intake & Assessment
  • 7.     Diversion Services
  • 8.     Behavioral health Services

The Court will contract with an individual provider, professional entity or educational institution to perform the functions detailed below.

The Program Evaluation Specialist will establish the framework for the Court’s quality control plan and train court team members to oversee implementation. The Program Evaluation Specialist will focus on five (5) primary activities:

  • 1.     Organizational Planning
  • 2.     Implementation
  • 3.     Staff Development
  • 4.     Outcome Evaluation
  • 5.     Continuous Quality Improvement

Organization Planning activities include:

  • Observation and understanding of program specific services activities.
  • Review current program specific participation, performance and outcome measures and goals.
  • Determine program evaluation needs and identify state, federal, and grant specific program area guidelines, requirements, outcomes measures, and goals.
  • Recommend updated program specific participation, performance and outcome measures and goals.
  • Review current program specific data collection and record-keeping practices.
  • Recommend revised program specific data collection record-keeping practices.

Implementation activities include:

  • Develop assessment instruments.
  • Develop stakeholder/program participant questionnaires.
  • Plan data collection/quality review tools, activities and timeline.
  • Plan data analysis activities and timeline.
  • Design data analysis and performance outcome reporting tools and timeline.
  • Conduct program evaluation activities.
  • Consult with court leadership team and program specific team members on planning, evaluation, and outcome reporting.

Staff Development activities include:

  • Train leadership and program-specific team members to lead (manage) quality control activities at conclusion of grant period.

Evaluation activities include:

  • Prepare and present monthly program specific participation, performance and outcome measure reports to Judge Vandervoort and leadership team – (Agenda C meeting).
  • Interpret program evaluation results.


Continuous Quality Improvement Planning (QUIP) activities include:

  • ·       In collaboration with program area specific leadership and team members, develop and implement quality and performance improvement plans (QUIPS AND PIPS), as needed.
  • ·       Monitor QUIP and PIP compliance.
