Open Position: Program Evaluation Specialist

POSITION SUMMARY:

The Program Evaluation Specialist coordinates and oversees program evaluation for Equitas Health and its subsidiaries. He/she works closely with diverse stakeholders and staff to ensure the programs/services offered by Equitas Health further the mission of being a gateway to health for those that are served by the organization.  The Program Evaluation specialist works as a member of the Quality and Evaluation team. Qualified candidates will be deeply knowledgeable of program evaluation methods and practice (formative and summative); be comfortable with and adept at modeling, analyzing, synthesizing and presenting data; have excellent interpersonal and communication skills (oral and written), and be able to efficiently and effectively manage projects.

ESSENTIAL JOB FUNCTIONS:

Essential functions of the job include, but are not limited to, written communication and report writing; data collection and analysis, relationship building with community partners and funders; utilizing a computer and various software; attending meetings; and presenting to small groups.

MAJOR AREAS OF RESPONSIBILITY:

·        Develop evaluation plans for assigned programs and services offered by Equitas Health and its subsidiaries. 

·        Work closely with Equitas Health grant writers and project managers to develop evaluation plans for new or existing projects.

·        Oversee assigned program evaluation activities, including the development of effective data collection, process evaluation, quality implementation, outcome monitoring, and reporting systems. 

·        Coordinate the administration and reporting of assigned program evaluation measures, including clinic data, comprehensive assessments, and quantitative and qualitative data.

·        Provide technical assistance, training, and education on data collection, management, and reporting to program managers, program staff, and other stakeholders, specifically to ensure fidelity to program models.

·        Interpret data, analyze statistics, and synthesize and summarize information from scientific literature and a variety of other sources.

·        Monitor the progress of assigned program objectives toward short and long-term goals and complete reports as requested/required.

·        Oversee the dissemination of data, as well as representing Equitas Health at scientific and trade conferences, meetings, and seminars.

·        Work with stakeholders to develop and implement individual evaluation plans for prioritized program areas.

·        Assist the quality and evaluation team and other departments with completing data requests and reporting.

·        Work with members of the quality and evaluation team, organizational leadership and program managers to analyze outcome data for health disparities by race, gender identity, orientation, and other markers of risk or vulnerability.

·        Assist the department and the organization with audits, certifications and accreditation as requested.

·        Assess program managers and other staff in their knowledge, awareness and skills of program evaluation, implementation and outcome monitoring.  Provide training and education as appropriate.

·        Build relationships and increase collaboration with National Quality Center, Health Resources Services Administration, Ohio AETC, Ohio Part A, B, and other Ohio Part C programs.

·        Participate in and facilitate QI projects as assigned.

JOB REQUIREMENTS

KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS:

·        Minimum of Master’s Degree in Public Health, Social Work, Organizational Psychology, Research or other related degree with an emphasis in program evaluation

·        Minimum 2 years experience with program implementation, program evaluation, and program management (beyond university coursework requirements)

·        Strong interpersonal skills and experience working with diverse stakeholders

·        Knowledge of health and social service needs for persons living with HIV and other chronic diseases

·        Ability to engage with, listen to, and learn from a broad range of evaluation stakeholders, encouraging their meaningful participation.

·        Knowledgeable of the distinctions between evaluation and research

·        Knowledgeable of the social determinants of health and how they contribute to inequalities and disparities in healthcare.

·        Commitment to ensuring that evaluation activities are done in a culturally competent manner

·        Proficient in writing, data analysis and statistical skills with ability to manipulate and analyze data using statistical software such as SAS and SPSS

·        Advanced quantitative and qualitative analytic skills

·        Experience with designing and offering training and educational resources is preferred
