Opportunity: NOAA's Office of Education is seeking reviewers

NOAA's Office of Education is seeking reviewers of applications for Priority 1 of the 2022 Environmental Literacy Program grants competition titled, "Environmental Literacy Program: Increasing community resilience to extreme weather & climate change." The Office seeks reviewers with a broad range of expertise related to K-12 science and/or environmental education, informal science education, environmental justice, engaging underserved audiences, community engagement, citizen science, resilience-related careers, resilience planning, and/or public policy.

What a reviewer will do:

Serve as a reviewer of pre-applications OR a reviewer of full applications. (Note: There may be a small number of people who serve as reviewers of both.)

Read, write brief reviews of, and score applications that have been assigned to you. During the pre-application review, we anticipate assigning ~20 pre-applications per reviewer and we estimate that this will require approximately 25 hours of work over a ~4-week period. (Pre-applications are brief, consisting of a title page and a 4-page narrative.) During the full application review, we anticipate assigning approximately 10 applications to you, and we estimate your work will require ~40 hours over a 4-week period.

Participate in a 90-minute teleconference with program officers who will give an overview on the review process, highlight important elements of the funding announcement, and answer any reviewer questions. Two teleconferences will be held during the weeks of November 22 and 29, 2021. Full application reviewer orientation will be scheduled in late March or early April.

Reviewers of full applications will also participate in a 3-day virtual panel meeting during the week of May 2-6, 2022.

Time Frame:

The review period for pre-applications will begin approximately November 22, 2021. Your written reviews and scores will be due by December 16, 2022. We may ask you to clarify your reviews between December 17-January 4, so you will also need to be available during this period since there will be no panel meeting for the review of pre-applications. NOTE: We recognize that the review period for Priority 1 pre-applications falls over Thanksgiving break, so please take this fact into account when deciding if you have the capacity to serve as a reviewer. We also recognize that the time period when you may need to clarify your reviews coincides with several winter holidays, so please just make sure you are able to respond by phone or email at some point during this time period.

The review period for full applications will begin approximately March 29, 2022. Your preliminary written reviews and scores will be due April 19, 2022. You will also be required to participate in a 3-day virtual panel meeting during the week of May 2-6, 2022. We may ask you to clarify your reviews between May 9-26, 2022.

Serving as a reviewer for a federal grants program is an important way the government solicits input from the community. This input informs investment decisions for the current year and future priorities.

If you do not send us your resume, we will be unable to evaluate your qualifications, and you will not be considered for this review.

We plan to provide an honorarium to reviewers, unless their workplace policies prohibit receiving them. Please note that federal employees are not eligible to receive an honorarium. NOAA federal employees are also not eligible to review full applications, but are eligible to review pre-applications. Individuals who are not federal employees are eligible to review pre-applications and full applications.
