Summary of Contractor Position

This short term, part time contract position will assist a technical
assistance team in completing several deliverables related to advising and training torture treatment program staff in elements of program evaluation planning and implementation, via site visits, phone consults, and consultation with local project leadership.  Estimated scope is from 100 to 150 hours over a five month period. Travel to at least two cities in the United States, each for a 4 day period, is required. Consultant must have strong coaching as well as program evaluation design skills, with preferred experience in clinical performance measures, particularly outpatient mental health services.   Consultant, ideally, can begin by May 1, 2012.  

Background to position

The Center for Victims of Torture (CVT) exists to heal the wounds of torture on individuals, their families, and their communities and to stop torture worldwide. The organization is headquartered in Minneapolis, MN.  For the past eleven years CVT has received a technical assistance grant from the Office of Refugee Resettlement (ORR) to provide technical assistance to domestic programs for torture survivors either funded by ORR under Torture Victim Relief Act funds or members of the National Consortium of Torture Treatment Programs. The project is entitled the National Capacity-building Project (NCB).

The capacity-building team has included a performance evaluation/ research specialist advisor for the past four years.  A recent vacancy in that position occurred with six months left until the end of the current project period.  There are a number of discrete projects that must be completed before the end of August 2012, for which a contractor is sought.   

Program deliverables

1. Provide two technical assistance site visits to two torture survivor programs to advise on aspects of their current performance measures, logic model, success in data collection and reporting, and plans for the future.  Each visit will be for two to three days work, plus travel days. Sites have applied to CVT for site visits with specific goals in mind.  Timing to be agreed upon between the contractor and the program.

Summary reports to be written and submitted to the project manager. (Between May 1 and August 1, 2012)

2. Conduct an online needs assessment of the current data collection, evaluation, and reporting capabilities of technical assistance clients (~32), for the purpose of advising the NCB team in responding to the next project request for proposal. (May 2012)

3. Provide phone consultation as requested to TA clients regarding program evaluation and performance measurement issues. (PRN)

4. Provide consultation to the project manager in choosing appropriate
technical assistance performance measures (May 2012)

5. Assist project manager in structuring reporting of project three
performance (Between July 1 and Sept 30, 2012)

Qualifications

1. Masters Degree, Ph.D. preferred, in psychology, social work, public health or related social science or health degree with a background in both quantitative and qualitative methods of performance measurement.

2. Combination of 2-3 years experience designing or managing research or program evaluation projects, conducting external evaluations, conducting basic statistical analyses, and managing data in a work setting.

3. Demonstrated experience designing and conducting trainings preferred

4. Skills and knowledge of measures used in clinical and social service settings

5. Excellent interpersonal, written and verbal communication skills.

6. Experience consulting with clinical personnel, preferred.

7. Experience providing consultation or technical assistance to external parties preferred, using a collaborative style designed to build internal capacity

8. Familiarity with relational databases and data collection strategies appropriate to varying sized organizations, desirable

9. Interest in or commitment to international human rights preferred.

Compensation

Contractor will be paid a daily or hourly rate, depending on assignment, to be negotiated based on comparables.
