Request For Proposals: Mosaic Learning Lab

 

Columbus Jewish Federation is accepting Request for Proposals for an evaluator of   WOW/MOSAIC Learning Lab initiative.  This program is intended to help enhance the capacity of part time Jewish schools to more fully meet the educational needs of students and teachers. For the 2012-13 school year, two pilot schools have been selected to participate in this initiative with implementation in the schools’ third and fourth grade classrooms the following school year.  Building upon the intended successful outcomes the initiative will be expanded.

 

As MOSAIC does not currently exist, it is the process of creating this model and its implementation on which an evaluation would be built. We are seeking a diagnostic process that focuses on what members are actually experiencing, and what staff is actually doing, as these align with the program’s goals in several areas as well as the goals of the communal initiative. The evaluator selected will ensure that we are processing and designing curricula and activities to reach our goals as well as a process in which to evaluate student outcomes and student work.

The goals are higher levels of participation, satisfaction and impact on the participating students and their families. Through achieving these goals we expect the following outcomes:

Desired Outcomes are significant increases in the following areas:

  •   enrollment in Jewish supplementary education programs
  •   quality of Jewish supplementary education programs
  •   interdenominational and community based programming
  •   collaboration endeavors and shared resources
  •  quantity, accessibility and diversity of Jewish supplementary educational options
  •   quality of Jewish educational professionals 
  •   shared vision of a system of quality supplementary educational opportunities
  •  evaluation and accountability for Jewish educational programming

The evaluation should be designed so that through the process of creating the MOSAIC Learning Lab, the partners can propose, implement, reflect and revise learning activities and modalities based on feedback gathered through surveys and other points of contact with stakeholders. Evaluation would address but is not limited to curriculum review, infrastructure alignment, and professional development for the teachers. Evaluation should also explore the efficacy of the program to address and build upon the foundational   model that includes learning activities that are flexible and meet the needs of a diverse group of students’ learning styles, strengths and weaknesses, interests and schedules.

The evaluation process will be a formative one and will identify for the participating schools and the community any needed changes in curriculum, teacher support, supervision and structure of contact hours. Through the evaluation process the schools will be able to assess both their individual progress as well as the team’s progress toward their stated goals and create and implement plans for improvement.

Goals of the Evaluation

Goals:

1. To gather and document the evidence of the groups’ approach to planning and implementation.

2. To gauge participant’s, community and professional satisfaction with each unique approach.

3. To gauge sustainability and expansion of the program.

4. To gauge that learning experiences addresses students’ different learning styles, strengths and weaknesses, interests and schedules.

5. To ensure that student outcomes are measurable and related to stated goals

6. Assistance in building an education model (activities and usage of technology) with built in assessment.

Your proposal should include:

1.    Amount of time that is required for data collection, assessment and evaluation;

2.    A work plan that includes planning stage through implementation and reporting.

3.    A timeline with established benchmarks.

4.    Examples of experience in this field.

5.    Budget for implementation.
