The Indiana Coalition Against Domestic Violence is seeking a full-time empowerment evaluator to participate in the development, implementation and evaluation of the DELTA FOCUS project in Indiana. EMPOWERMENT EVALUATOR
 
*REPORTS TO*: ICADV Executive Director
 
*SUPERVISES*: Not Applicable
 
*PRIMARY RESPONSIBILITIES*: The Delta Focus Empowerment Evaluator works closely with the Delta Focus Program Coordinator, community partners, and the Leadership Team to develop and implement evaluation of the project, with focus on the building of individual, organizational and community
evaluation capacity.
 
*DUTIES*:
 
1. Work with the Delta Focus Program Coordinator, local community partner, and leadership team to develop and implement an Empowerment Evaluation Plan to assess Delta Focus grant project goals, objectives, and strategies to facilitate improvement of such strategies
2. Conduct state and community level evaluability assessment to
determine the evaluation needs and resources of project staff and organizations
3. Conduct or facilitate training and technical assistance to develop individual, organizational and community evaluation capacity
4. Serve on the Implementation Support Team (IST)
5. Participate in the development of the State Action Plan (SAP)
6. Provide coaching and assistance in collecting, storing, and analyzing
data
7. Work with project partners in the development of all evaluation
activities required by funder
8. Participate in CDC led conference calls
9. Assist in the completion of specific reporting requirements
10. Attend trainings and meetings required by funders
11. Works in partnership with other coalition staff, member programs,
and others to meet the mission of the ICADV
12. Participates in other duties as assigned
 
*QUALIFICATIONS:*
 
1. Understands and adheres to the principles of Empowerment Evaluation
2. Has a minimum of at least two years of professional experience doing participatory or community-based evaluation with an emphasis on organizational capacity building
3. Views evaluation as a tool for strategy development and improvement; is committed to empowerment evaluation principles, models and methods
4. Knowledge of prevention strategies and theories of social change
5. Experience in community organizing/grassroots social change
initiatives
6. Proficient organizational skills enabling the management of multiple program initiatives
7. Strong facilitation skills with the ability to collaborate
effectively with diverse partners/stakeholders from a range of professions who are not experienced evaluators
8. Ability to facilitate evaluation of program strategies with
stakeholders to develop tools for planning, implementation and self evaluation to develop organizational capacity for mainstreaming evaluation
9. A Master’s degree in public health, social work, education or other related field
10. Excellent written and oral communication skills
11. Computer proficiency in Microsoft office programs
12. Access to transportation and ability to travel statewide and
nationally
13. Ability to work flexible hours including evenings and weekends
