Working under general supervision, the Program Evaluation Specialist (Research Assistant 2) will be responsible for managing the activities of the evaluation services division of the Center for Evidence Based Practices. The CEBP assesses programs of customers that provide mental health, substance abuse, employment, and/or other health-related services.
Program evaluation involves the systematic assessment of implementation and delivery of behavioral health services. The evaluation gathers information about clinical, programmatic, policy, and systems functioning via direct interview of different stakeholders, observation, review of relevant documentation (including health records, meeting minutes, policies and procedures, and other relevant reports or documents), and collection and analysis of relevant quantitative data. Data are gathered through site visits, phone interviews, record reviews, and web-based surveys. Reports are generated for internal service improvement and public dissemination to demonstrate outcomes of CEBP customer services.
These customers receive evaluation, consultation, and training services from the Center for Evidence Based Practices (CEBP). The CEBP is a technical-assistance organization that promotes knowledge development and the implementation of evidence-based practices for the treatment and recovery of people with mental and substance use disorders. The Center is a partnership between the Mandel School of Applied Social Sciences and the Department of Psychiatry at the Case School of Medicine and is the umbrella organization for the Ohio Substance Abuse and Mental Illness and the Supported Employment Coordinating Centers of Excellence and the Tobacco: Recovery across the Continuum Project.
NOTE: The CEBP does NOT conduct bench research or drug trials.
ESSENTIAL FUNCTIONS
1.
Coordinate on-site evaluations (including fidelity reviews).
a.
Participate in evaluation activities (on-site, phone, and/or video).
b.
Write evaluation reports.
2.
Manage project data:
a.
Coordinate collection of quantitative and qualitative data.
b.
Manage the online evaluation database (including verifying quality of data, facilitating user access and data entry).
c.
Ensure the methods used for collecting data are efficient.
d.
Merge multiple data sources.
e.
Run statistical analyses (in SPSS, MS Excel and/or SQL).
3.
Report results:
a.
Participate in the writing and presentation of results of program evaluation and other outcomes projects.
NONESSENTIAL FUNCTIONS
Perform other duties and responsibilities as assigned.
CONTACTS
Department: Daily contact with department staff.
University: Weekly contact with department staff within the university.
External: Weekly contact with representatives of local agencies.
Students: May have contact with students.
SUPERVISORY RESPONSIBILITY
Supervision of undergraduate data entry students
QUALIFICATIONS
Education/Experience: Bachelor’s degree from an accredited university (preference given to those with a degree in social services area – e.g. social work, psychology, nursing, sociology, anthropology or other health-related field) and 1 to 3 years of experience or Associate’s degree in an approved social services program (e.g.) and 2 to 4 years of experience.
Experience in program evaluation and data management a must. Coursework in research and statistics is highly desirable.
REQUIRED SKILLS
1.
Demonstrated evaluation and project management skills are required.
2.
Excellent written and oral communication skills.
3.
Knowledge of behavioral healthcare systems and evidence-based practices for individuals with severe mental illness and substance use disorders.
4.
Must be highly organized, self-directed, results-oriented, innovative and flexible.
5.
Possess working knowledge of data management, quality improvement tools and methods of data analysis and display that is sufficient to inform the work and roles of those in direct reporting relationships and provide expert coaching to others.
6.
Strong computer skills including Microsoft Office Suite and SPSS (knowledge of MS SQL/My SQL, Adobe Connect and/or Scopia, and web-based data collection a plus).
WORKING CONDITIONS
Normal office working environment: Must be able to travel and have access to an operational vehicle.
