Needs Assessment for Uninsured People in Franklin County
The Alcohol, Drug and Mental
Health Board of Franklin County (ADAMH) is requesting proposals to conduct a
comprehensive study for assessing mental health and alcohol and drug addiction
treatment and prevention service needs for uninsured people in Franklin County .
The Board is also looking to evaluate the need for community addiction and
mental health treatment, support, and rehabilitation services. ADAMH will use
the assessment to make future contracting decisions.
Background:
ADAMH is a local, levy-funded
agency that plans, funds, and evaluates behavioral healthcare services in our
community. ADAMH does not provide any direct alcohol, drug, or mental
healthcare services, but instead contracts with more than 35 non-profit
organizations. ADAMH will provide the current demographic profile of the ADAMH
system to the contractor. Additional information about ADAMH may be found at www.adamhfranklin.org.
Purpose:
The focus of the needs assessment
will be to produce policy-relevant and action-driven information that will:
- Outline Franklin County's trends of addiction and mental illness
and pertinent behavioral health care needs, and
- Project current and near future (next 5-7 years) need for
publically-funded behavioral healthcare treatment, support, and
prevention/wellness services for uninsured Franklin County residents,
including:
- Addiction and mental health treatment and prevention services,
(e.g. outpatient, community psychiatric supportive treatment services, residential,
partial hospitalization, and inpatient care); Vocational/employment services for persons recovering from
addictions or mental illness;
- Peer support & family support services for persons receiving
addiction or mental health services;
- Adults and older adults with severe mental disability;
- Children & adolescents with severe emotionally disability;
- Transitioning young adults (18-23);
- Pregnant and addicted women;
- Early childhood mental health services.
Deliverables:
The consultant will provide:
1.
Demographic profile of Franklin County;
2.
Estimations of mental illness and substance use prevalence;
3.
Demographic profile of the uninsured population in Franklin County
who may need mental health &/or substance use treatment services;
4.
Estimation of the size of the population needing publicly-funded mental
health &/or substance use services;
5.
ADAMH's penetration rate in providing services;
6.
Estimation of the resulting unmet needs for mental health and
addiction treatment and prevention services by specific populations and levels
of care.
Project Timeline:
- Proposals received by 12 noon on Friday, December 6, 2013;
- Proposal scored & follow-up presentations concluded by Friday,
December 20, 2013;
- Contract awarded, pending Board approval, by Wednesday, January
29, 2014;
- Final needs assessment completed by Monday, September 8, and
presented to the Board of Trustees by Tuesday, September 23, 2014.
Proposal
Components:
A completed proposal should have
the following four components:
- Project summary (one page, single-spaced);
- Project narrative (not to exceed 20 double-spaced pages, excluding
references and appendices);
- Project staff curriculum vitae;
- Project budget and timeline (written report completed by Monday, September
8, 2014).
Cost Estimates:
The maximum budget for the study
is not to exceed $80,000.
Selection
Criteria:
Selection criteria are based on
the following:
- Overall quality and clarity of project proposed;
- Validity and reliability of deliverables, including quality of
data used and strengths of methodology;
- Timeliness of the project focusing policy-relevant and
action-oriented recommendations to inform policy development and implementation;
- The applicants experience and qualification, and ability to work
with the funder and meet the funder's specifications;
- The reasonableness of budget and timeline in view of the proposed
study components.

Uninsured refers to residents with no healthcare
coverage or those that may have healthcare coverage through Medicaid/Medicare,
but who are in need of other support services that are not covered by that
taxonomy. This definition may be impacted by decisions at the state level to
expand Medicaid coverage.
